A SHADOW OVER DEMOCRACY: ARRESTS CAST DOUBT ON ZIMBABWE’S ELECTORAL INTEGRITY

2

In an alarming development that raises serious questions about the state of democracy in Zimbabwe, several members of the Zimbabwe Election Support Network (ZESN) and other Civil Society Organisations (CSOs) were recently arrested under circumstances that can only be described as a direct affront to the principles of democratic governance. These individuals were engaged in a critical component of the electoral process—data tabulation—an activity that is not only legal but was explicitly requested by the Zimbabwe Electoral Commission (ZEC).

Data tabulation is a cornerstone of any credible election, ensuring transparency, accountability, and the integrity of the electoral process. Organisations such as ZESN are instrumental in safeguarding the democratic process, ensuring that the elections are a true reflection of the people’s will. The arrest of their staff, therefore, is not just a grievous violation of their rights but a stark indicator of the challenges facing democracy in Zimbabwe.

The ZEC’s invitation to CSOs to participate in data tabulation was a recognition of their vital role in the electoral process. The subsequent arrest of these very individuals by the FAZ (a presumed authority or faction within Zimbabwe), for carrying out their duties, is not only paradoxical but deeply troubling. This act has no legal justification and sets a dangerous precedent where transparency is punished, and democratic principles are undermined.

This situation begs the question: Why were members of ZESN and CSOs arrested for fulfilling a role officially requested of them? This action hints at a possible strategy of intimidation, aimed at deterring civil society participation in the electoral process and casting doubt on the impartiality and accuracy of the tabulation process. Regardless of the motive, such actions are unequivocally condemnable and warrant both national and international concern.

Civil society is the bedrock of a functioning democracy, serving as a vital link between the government and its citizens. Their engagement in the electoral process is crucial for ensuring that the electorate’s voice is not just heard but heeded. The arrest of CSO staff underlines a menacing message: that the activities of watchdog organisations, no matter how lawful and praiseworthy, are at risk of being met with undue force.

Moreover, these actions tarnish Zimbabwe’s international image. At a time when the country should be showcasing its dedication to democratic values, it instead finds itself under global scrutiny for undermining these very principles.

For the FAZ to salvage any credibility, it must immediately release the detained ZESN and CSO members and issue a public apology for this serious misstep. The government must also guarantee the safety and freedom of civil society actors from arbitrary arrests and harassment, particularly when their actions are in service of strengthening the nation’s democratic framework.

In essence, while the wrongful arrests represent a concerning chapter in Zimbabwe’s journey toward democracy, they also present a critical opportunity for the country to demonstrate a renewed commitment to democratic ideals, transparency, and the rule of law. It is imperative for civil society, the media, and citizens to unite in demanding justice, ensuring such acts of intimidation are recognized as aberrations that must be addressed without delay.

Democracy is more than just the act of voting; it encompasses the entire electoral process, from campaigning to tabulation, being conducted in a manner that is transparent, free, and fair. Any deviation from this standard is a disservice to the Zimbabwean people and the very essence of democracy itself.
